Plank decking with gaps often cannot take modern fasteners reliably and needs re-decking, which is a legitimate line item, not an upsell, and it needs to be documented at inspection rather than discovered mid-tear-off.
Newer infill homes bring steeper slopes and more valleys, dormers and sidewall transitions. Hail there tends to punish ridge caps, exposed fasteners and soft metals before it visibly punishes the field shingles. Wind, meanwhile, finds the tall gable ends and the high ridge lines that these houses have and the older ranches do not.

Layer that repeated exposure over roofs of very different vintages and you get a village where two adjacent claims can legitimately reach opposite conclusions.
The single most common under-scope we see here involves older homes: an estimate written for a single-layer tear-off on a roof that actually carries two coverings, or written without re-decking on plank sheathing that will not hold nails. Both are correctable through a documented supplement, and both are much easier to correct when the condition was photographed before work started.
